Abstract: The main objectives of the Independent Study on Roles of Regional and Local Authorities on Smoked Haze Mitigation in Tha Pla Duk Sub-district, Mae Tha District, Lamphun Province are; 1. To study the roles of Regional and Local Authorities on smoked haze prevention and control in Tha Pla Duk Sub-district, Mae Tha District, Lamphun Province. 2. To study on the causes of smoked haze and its effects 3. To study on public involvement on smoked haze prevention and control in Tha Pla Duk Sub-district, Mae Tha District, Lamphun Province. Stakeholders in this study are local authorities, NGOs and people related to smoked haze control in 14 villages in Tha Pla Duk Sub-district as well as Tha Pla Duk Sub-district Mayor, Municipal Clerk, community chief and local government authorities in Mae Tha district, the Governor and Deputy Governor of Lampoon Province, Director of the Office of Natural Resources and Environment of Chiang Mai and Lampoon Province and other regional government authorities related to smoked haze control in Tha Pla Duk Sub-district. The Study found that regional authorities play important roles on set up of policy/regulation, providing of knowledge and resources, law enforcement to prevent occurrence of forest fire and providing of fire suppression equipments for fire-prone areas. Whereas, local authorities have a role to tackle the problems in their area by conducting the meeting or training workshop, conducting public relation campaign, set up of forest fire prevention and control units, allocating budget for communities’ activities related to fire control. All efforts of local authorities result in reduction of forest fire, agricultural waste burning and solid waste burning. However, burning in forest area is still found in the area. The study also found that Tha Pla Duk Sub-district covers very large area which is next to the forest. Together with the lack of fire brigade and equipments, results in outbreak of fire and difficulties of fire and haze control. Suggested mitigation measures are public relation campaign for raising awareness and collaboration with Khuntan Nation Park for community rules enforcement, fuel management and check dam construction. Policy suggestion: to deal with smoked haze problem, integrated policies and measures are necessary. In addition, specific timeframe of activities includes fuel management, mobilization of fire brigades, equipments and budgets and are also important in order to enhance an effectiveness of mitigation.
