Abstract: The purpose of this independent study aims to comparatively study the community participation in Chiang Mai district area towards the Five fences of Drug Prevention Project and the 25 Pineapple Eyes Project and to study the problems, obstacles and guidelines community participation in solving drug problems in Chiang Mai district area by using survey research method. The researcher has defined the areas within Chiang Mai district, which included 9 districts 78 villages with 390 samplings. The study reveals that: 1. The understanding about both drug preventing projects, most sampling understand about the projects and the information about drugs through every media channels which indicates that if the sampling know much about the projects, it means that they pay more attention and interesting to these projects. 2. The community participation in Chiang Mai district area in solving drug problems, as comparatively studied of both projects, conveys that community participation in the Five Fences of Drug Prevention Project is in the highest rank which is the border fences in the aspect of having a meeting, expressing the opinions towards the drug preventing and solving campaign within the area. For the community participation in the 25 Pineapple Eyes project, it shows that the participation within the villages/communities throughout the country and using these networks to prevent and solve the problem are in the high rank. 3. The important problems and obstacles in community participation in solving drug problems of the Five Fences of Drug Prevention Project and the 25 Pineapple Eyes Project are the process of both projects are lack of the integration between the involved organizations and discontinuous working process because of the vary governmental situations. 4. Suggestions 4.1 People should be able to gain more knowledge, skills, techniques and method to search for problems and the need of villagers. Planning the project and activities, the working process and effective following up should be by training and learning from direct experience in solving drug problem and let the state agencies be the consultant and cooperate closely and consecutively with villagers. 4.2 Local administrative organization should provide drug solving budget for villages/communities within the area so that will lead to effective and consistent to the environment of the villages/communities. 4.3 Governmental organizations/state agencies should be assigned to directly be responsible for local villages/communities. 4.4 All drug solving campaigns throughout the country should be consistent at every level and every organizations so that they could be directly operated within the network. 4.5 Community leaders and local people should vividly cooperate with the involved organizations to create the sharing idea and understanding that lead to the cooperation in drug solving actions. 4.6 Creating strong community could be the exact guideline to truly and lasting drug solving actions. The government should seriously pay more attention at this preventive measure in all aspects, which are the personnel aspect, the budget, the instruments, the knowledge and the evaluation aspect. 4.7 The government should promote and support private organizations to involve and take action in the followed-up investigation and support the government and the communities.
