Abstract

The objectives of this study, Effectiveness Evaluation of Community Energy Planning Projects in Chiang Mai Province are to 1) study the effectiveness levels of Community Energy Planning Projects in Chiang Mai Province, 2) study the process that results in the effectiveness of Community Energy Planning Projects in Chiang Mai Province, and 3) study the problems and difficulties of Community Energy Planning Projects in Chiang Mai Province. Sample groups participating in this study consists of 400 households by using the statistics collecting for analyzing the data namely percentage, and data interviewed from Chief Executive of the Sub-district Administrative Organization, mayor or acting mayor of, Provincial Energy-Chiang Mai, and authorities of Chiang Mai Department of local Administration and Provincial Energy Office-Chiang Mai by interview form and the papers related in data-gathering from secondary data analysis processing. The study found that The effectiveness level of Community Energy Planning Projects in Chiang Mai Province. The study found that effectiveness level of Community Energy Planning Projects in Chiang Mai Province is in the good medium level. The process level which influences the effectiveness of Community Energy Planning Projects in Chiang Mai Province. The study found that the process, public relations, energy training program, participation management, and networking that affect the effectiveness in the good medium level. Problems and difficulties in Community Energy Planning Projects in Chiang Mai Province are Changing community leaders and community leaders’ who neglect the importance of the process which turn the process go on discontinuously. Ways of life in some localities do not conform to the time identified in the project, and make them unable to participate in the project process. Chiang Mai Department of local Administration lacks human resources to operate in the energy field and also confronts financial problems, unable to carry out the project continuously. Chiang Mai Ministry of energy confronts financial problems, unable to carry out the project effectively and continuously. Haman resources are not expert enough and lacks skills in operating the project. Suggestion Community Energy Planning Projects in Chiang Mai Province is supposed to clearly inform the objectives and process method to the community leaders so that they are able to apply it to develop some energy in their localities. Community Energy Planning Projects in Chiang Mai Province should conform to the local ways of life. Local Administration is supposed to provide the best care in financial support and human resources in operating and managing the energy reserving project or promote continuously alternative energy. Ministry of Energy is supposed to provide a financial support for the project by considering the province context which probably takes the project in action and develops the human resources potential. Ministry of Energy and Local Administration is supposed to focus on human resources potential development in operating project.
