Abstract: for developing educational quality of small schools in highland area in the upper northern region, (2) to create and develop the strategies for developing educational quality of small schools in highland area, and (3) to study the effect of using managing strategies for developing educational quality of small schools in highland area. The population for the research included the highland small schools in 8 upper northern provinces, namely, Chiang Mai, Chiang Rai, Lamphun, Lampang, Payao, Phrae, Nan, and Mae Hong Son. The research process was composed of 3 procedural stages. Stage 1 was on the feasibility study in using the public sector’s managing quality criteria as the managing strategies for developing educational quality of the schools. Stage 2 was on drafting and developing managing strategies for developing the schools’ educational quality. Stage 3 was on examining the effect of using managing strategies for developing the educational quality of the schools. These operations had yielded the results as concluded in the following research summary. Research Conclusion Basing on the Public Sector Management Quality Award, the managing strategies for education quality development of small schools in the high areas were carried out with the results as in the conclusion 3 steps as follows: Step 1 The results of studying the feasibility of using the Public Sector Management Quality Award as the managing strategies for the education quality development of the schools following : Component 1 - Organizational Leadership was strategically operated as follows: 1. Organizational Leadership 1.1 Setting up the vision, core value and short-term and long-term objectives as fthe direction for operating the education quality development. 1.2 Delegating the decision making authority to the staff concerning education quality development . 1.3 Promoting learning process and activities for the staff for the operational integration and commitment within school including the incentive provision for them in getting involved with the education quality development . 1.4 Setting up of the plans for directing, following –up and evaluting the operation of the education quality development plan to review and improve the operation. 2. Good Governance and Societal Responsibility 2.1 Setting up of the policy to direct the school good governance to guide the operation for the better education quality of the school.2.2 Setting up of the internal control and risk management on: 2.2.1 Performance responsibility 2.2.2 Finance Component 2 Strategic planning was strategically operated as follows:1. Strategy Setting 1.1 Setting up the operational plans for education quality development.1.2 Using the SWOT result to supplement the setting up of the operational plans for education quality development. 1.3 Setting up the plans for human and other resource management to support education quality development plans. 2. Communicating and Transfering the Strategies in the Implementation2.1 Communicating on the strategy and education quality development plans for the personnel to understand and implement them.2.2 Cascading key performance indicators and goals of the plans for education quality development onto the staffs. 2.3 Creating the detailed projects/activities to support education quality development plans to be used for the follow-up to assure the operation’s achieving the goals. Component 3 Focus on customers and stakeholders-the strategies used are as follows:1. Knowledge on the customers and stakeholders 1.1 Having effective channel to lislen to and learn the needs of thecustomers and stakholders to be used to improve and Develop the school education quality.2. Building Relationship with the Customers and stakholders 2.1 Setting up the system, method, or mechanism for collecting and managing the complains/suggestions/comments/complements of customers and stakholders. 2.2 Setting up the networks and activities to build up relationship with the customers and stakholders. 2.3 Providing opportunities for the customers and stakholders to regularly take groups in the activities. 2.4 Assessing the satisfaction of customers and stakholders to improve the the operation education quality development of the school. Component 4 – Knowledge measurement, analysis, and mangement 1. Assessing, analyzing, and improving the operation1.1 Setting up the comprehensive, accurte, and up to date database system on the performance along the indicators of the education development plans. 1.2 Using the database to support the education quality development operation. 2. Information, SCT, and Knowledge Management 2.1 Setting up the websites from which the people could access the information 2.2 Setting up the comprehensive, accurate,up-to-date, and ready to be used 2.3 Setting up the database on the security. 2.4 Managing the risks on the database system 2.5 Setting up the knowledge management plans from the database and transfer the knowledge to the school’s personnel Component 5 Focusing on human resources development taking the following strategic operations:1. Building Up the Work Atmosphere, Happiness, and Satisfaction for Personnel’s Organizatoinal Commitment 1.1 Setting up both formal and informal organizational structures for the performance agility.1.2 Creating happiness and satisfaction to bring up the motivation for the work performance and commitment to the school.1.3 There is an effective and fair system for evaluating the performance of the personnel. 2. Personnel and Leadership Development2.1 Promoting and supporting the capacity and skill development for the personnel to carry out the tasks of education quality development through, e.g., study tour, meeting, training, seminar, and learning exchange. Component 6 - process management using the following strategies:1. Process Design 1.1 Creating the process for the education quality development along the strategy, mission, and needs of customers and stakholders to achieve the goals.1.2 Setting up the key requirements of the education quality development process.1.3 Creating the education quality development process from the key requirements and the related factors to assure the effectiveness of the operation and the continuing improvement of the process. 2. Process management and improvement2.1 Setting up the performance standards of the process for education quality development to facilitate the personnel in satisfying the key requirements. 2.2 Revising the education quality development process to assure better operational performance and to prevent the mistakes, overlappings, and losses from the operation. Step 2 - The result of constructing and developing the drafted managing strategies for the education quality development of the schools. This result as same as step 1. except component 1 organizational leadership, Part organizational leadership, setting up the vision and short-term and long-term objectives as the direction for operating the education quality development. There was not set value. And part good governance and societal responsibility, Setting up of the internal control on performance responsibility and finance There was not set risk management. Step 3 – The results of using the managing strategies for education quality development for the small school in the high area. This result as same as step 2.
