Abstract: Drugs is a critical problem which many countries confronting including Thailand. It causes
various problems in the country whether to commit an offence or be used as a drug hub to third
country. However, government sectors such as the narcotic suppression bureau or the territorial
defense volunteer still take charge of drug prevention. Cleary, to combat with the drug trafficking,
the narcotic suppression bureau and other sections of police is well known as a part of the role. On
the one hand, it is considered that the territorial defense volunteer plays a part to encourage this role
as well. Therefore, the research will emphasize more about the territorial defense volunteer through
2 objectives. 1) To study the work of territorial defense volunteer in solving drug problems of the
border area. 2) To study the problems and obstacle of the work with 3 methods which are
documentary research, in depth interviews and participant observation. The target groups for
research are chief district officers, assistant chief district officers, territorial defense volunteers,
polices, soldiers, sub district headman, village headman and people who had involved in drugs.
The results of the study shows that there are 3 roles of the territorial defense volunteer. The
first role is to implement the government policies, another is to collab with other government
sectors, and the last is to being the one of government representative in the area. Accordingly, it

Abstract: The purpose of this study was to study the role of the department of provincial administration or
the sub-district headmen and the village headmen in implementing the policy to prevent and solve forest
fire and smog problems and to study the problems, obstacles in driving, preventing and solving forest fire
and smog problems of the department of provincial administration or the sub-district headmen and the
village headmen in Ban Hong District, Lamphun Province. The research study was a qualitative research
study focusing on studying areas at risk of forest fires and smog every year which is a case study area of
Ban Hong District, Lamphun Province. The data was collected from 66 participants in a specific group
discussion, collected from 60 in-depth interviews and 6 key informants.
The results of the study found that In terms of action and participation, it was found that the
department of provincial administration had concrete results in preventing and solving forest fires and
smog problems in several areas, including public relations to create understanding of the impact of forest
fires and smoke continuously as well as publicizing the fuel management period in the area so that people
know the management guidelines in each sub-district during severe forest fires and smog. There is also
cooperation from various government agencies in organizing proactive activities by knocking on doors to
aise awareness among local residents and performing duties and setting up checkpoints or forest fire
checkpoints in each village. There are also ongoing patrols in the area, the preparation of fuel
managementplans, composting activities to reduce open-air burning, as well as the establishment of fire
prevention lines to prevent the spread of wildfires. In terms of participation, it was found that the key
roles included village leaders, communities or village groups such as the sub-district headmen, the sub-
district headmen's assistant, the village committee, the village security team, and the village health
volunteers. These groups of people will be involved in the problem recognition process, fuel management
planning and participation in all activities. Others will only participate in certain activities, such as
composting to reduce open-space burning and forest fire breakouts.
From other aspects of the study, it was found that the department of provincial administration's
strengths were they are local people, therefore, they know the topography very well. As a result, they are
able to reach the heat-producing area before other units. They are known to people who are harvesting
forest products or people who have farmland adjacent to forest areas. But they have disadvantages. Most
of the people who participated in the forest fire and smog solving activities were only the village leaders
especially village committee or village security team. The general public or volunteers in the area did not
pay much attention to activities related to forest fires and smog. The difference between the department
of provincial administration and other departments is that the department of provincial administration
exists in every village, so they know the area and condition of the problems in the area very well. Other
departments or government agencies can create only a single team each working on forest fires and smog
but they must be responsible for the whole district, therefore they have to rely mainly on local government
or village level.
Problems, Obstacles and Suggestions - Administrative divisions at the local level overall need more
government budget support, as well as the supplies and equipment needed to tackle forest fires and smog.
Budget support from the Provincial Administrative Organization (PAO) should be seriously supported in
order to make forest fire management more effective. In addition, people in villages at risk of wildfires
and severe smog every year should be employed. Other benefits should also be provided to firefighting
teams on duty in the event of injury or death. Furthermore, each district should have a meeting on the fuel
management or the absolutely refrain from burning and sets a period of fuel management in each sub-

Abstract: This research aims 1) to study and analyze the legal relationships between the provincial government and local government organizations in managing the problems of the coronavirus disease 2019; 2) to study and analyze the practical relationships between provincial government and local government organizations. in managing the problem of the coronavirus disease 2019; and
3) to identify and analyze the problems, obstacles, and limited operations as well as to make solution proposals to those problems.
Methodology for qualitative research methods. Gathered data by interviewing 2 groups of key formants. There are the provincial government groups and the local government groups consisted of 10 people each, totaling 20 people. Data were collected from the study, analysis of documentary data and semi-structured interviews. participatory observation.
The results of the research are: 1) the legal relationships did not change the relationship patterns from the existing laws. In addition, the Disease Control Operations Center (CDC) at all 3 levels, namely district, sub-district, and municipality, was established to deal with the coronavirus disease 2019 infection problems; 2) In practical relationships, the provincial government orders local government organizations through the operations center to take action on Coronavirus Disease 2019; 3) Problems and obstacles encountered are 1. Budget limits 2. Problems of management intervention by the regional level 3. Lack of independence in operations 4. Problems of delays in the bureaucratic system

Abstract: The purpose of this study was to study Study the approaches to solving land problems. Public participation of stakeholders Guidelines for creating cooperation between government sectors and the stakeholders in the area, and the expectations and needs of the people who are interested in land use management methods in the area. This study used a qualitative research method. Key informants were a group of 4 park rangers, 16 village chiefs and village headmen, and group discussions. Residents who occupy the area, 25 people and a group of 30 people who come to do activities in the area. The instrument used for data collection was a semi-structured interview. Data was analyzed by content analysis and inductive inference modeling data analysis.
The study found that 1) approaches and procedures for resolving land problems of people in conserved forest areas Doi Suthep-Pui National Park, according to Section 64 of the National Park Act B.E. Each village/community issues announcements and surveys on people's land holdings in conserved forest areas with the people. Organize general meetings and go on field trips to listen to opinions, problems, and needs of the people in small groups and use their opinions to determine solutions to problems.
2) Participation of stakeholders in the area of Doi Suthep-Pui National Park Mueang Chiang Mai District Chiang Mai Province Doi Suthep-Pui National Park Doi Suthep-Pui National Park Protection unit has provided news and information to village headmen, village headmen, citizens, stakeholders through the meeting of the working group at the area level and announcing the period for surveying land ownership of the people.
